LIEUTENANT ROBERT J. STARCHER
EXECUTIVE OFFICER
 
Lieutenant Starcher is a 28 year veteran of the department and serves as its Executive Officer. He commands the Administrative Division as well as serves as the department’s second highest ranking officer reporting directly to the Chief of Police.
Among his other duties, Starcher serves as the department’s public information officer, manages the budget and also supervises internal investigations when necessary.
In February of 1997, Starcher was promoted to his current rank of Lieutenant. His duties included supervision of the Patrol Division, Emergency Services Unit, Specials unit, training, and administration of all department budgets.     
 
Starcher began his law enforcement career in 1983 as a Patrol Officer with the department and was promoted to sergeant eight years later.
Lt. Starcher is a 1977 graduate of The Ohio State University, graduating with a Bachelor of Science degree in Business Administration. Bob and his wife, Chris have one daughter, Melissa. They make their family home in Medina.

Lieutenant David Birckbichler
Patrol Division Commander
 
Lieutenant David Birckbichler is a 16 year veteran of the Medina Police Department. He serves as the Patrol Division Commander overseeing patrol operations. He is a graduate of Clarion University receiving a Bachelor’s degree in Business Administration. He is also a graduate of the Ohio State Highway Patrol Academy.
 
In July of 2010, Birckbichler was promoted to Lieutenant having served as a sergeant since 2005.

Birckbichler continued his professional education and training to become an instructor in chemical and less lethal weapons. He has served as a field training officer, an original member of the Emergency Services Unit, a school resource officer, and a motorcycle officer. He is a state certified police instructor in Ohio. In addition he is certified by the Federal Law Enforcement Training Center as an instructor on Domestic Violence issues.
 
He and his wife, Rhonda have four children and make their home in Medina County.
