State Community Development Block Grant Program

For the past 20 years, the State Community Development Block Grant (CDBG) program has been a source of versatile and comprehensive funding to help small cities and rural areas meet their housing and community development needs. This time-tested program has made it possible for states and communities to address local problems, take advantage of development opportunities, and provide an impressive range of benefits to low-and moderate-income citizens.

The City of Medina receives an allocation each year of approximately $75,000 to $95,000. The amount of the allocation is based on the percentage of low to moderate income areas and residents within the city and also the amount of funding that the state receives from the Federal Government. The program is administered by the U.S. Department of Housing and Community Partnerships.

Below is a list of projects within Medina City that have been funded over the past five years, either fully or partially by Community Development Block Grant dollars:

Medina County Transit
ADA curb ramps
West Liberty Street Sidewalks
Exterior home painting
ADA fixtures for Medina Community Recreation Center
Playground equipment for Ray Mellert Park

The opportunity for public input regarding possible projects was given in two public meetings which were advertised in the local newspaper classified section.

The City of Medina has been allocated $92,000 for the Fiscal Year 2010.  Application was made in June and the grant  awards are announced in October. The projects submitted to the state for the FY10 grant will be completed in 2011.

The City of Medina also applied through the Community Development Block Grant competitive program for Neighborhood Revitalization funds in the amount of $300,000 and Micro-Enterprise funds in the amount of $40,000.

In addition to the City of Medina allocation of $92,000, the city was successful in being awarded the above competitive funds.  Details on the approved projects for the funds are below:

$4,500 - Medina Office of Older Adults, purchase of new facility chairs
$52,000 - Ray Mellert Park, installation of a 1/4 mile fitness trail
$30,000 - Ray Mellert Park, installation of 2 security cameras
$185,500 - Ray Mellert Park, installation of a splash pad
$14,000 - Ray Mellert Park, installation of 2 control link scheduling systems for two baseball fields
$15,000 - Street Repair, Removal and replacement of approx. 306 linear feet of concrete street slabs.
$10,000 - Sidewalk repair of random slabs on N. Huntington
$36,000 - Water Line Replacement, between Bradway and W. Homestead
$2,500 - Fair Housing Program


The city of Medina has been allocated $84,000 for the Fiscal Year 2011 in Community Development Block Grant funds.  The city held its fist public meeting on Tuesday March 1, 2011 at 5:30 pm.  The programs basics were explained to residents and projects suggestions were received.  The second public meeting was held on Thursday, May 30, 2011 at 5:30 pm.  At that time, the following projects and their funding amounts were announced:

$12,600 - Medina County Transit -
$6,700 - Battered Women's Shelter
$10,000 - Westside Community Family Life Center
$45,700 - Ray Mellert Park Restroom Facility
$6,500 - Administration
$2,500 - Fair Housing

The application is due on July 29th, 2011.
